The manufacturer brought on a regulatory specialist, Kay Fuller, to work on getting FDA approval for IVC filters. Fuller told NBC that she “was pretty concerned that there were going to be problems with this product.” Her signature appeared on the FDA application. However, she insisted in her interview with NBC that she refused to support the product and did not sign the application.
